A law on indexation of excise rates on alcoholic beverages for the next three years has been signed
The excise tax rate on beer with a standard ethyl alcohol content of over 0.5% and up to and including 8.6%, as well as on beverages made from beer, will be 27 rubles per liter in 2025, 28 rubles per liter in 2026, and 29 rubles per liter in 2027. The excise tax rate on beer with a standard ethyl alcohol content of over 8.6% in 2025 will be 51 rubles per liter, 53 rubles per liter in 2026, and 55 rubles per liter in 2027. Excise taxes are indexed to the inflation rate.
The excise tax rate on ethyl alcohol (including denatured ethyl alcohol, raw alcohol, distillates) in 2025 will be 673 rubles per 1 liter of anhydrous ethyl alcohol contained in excisable goods, in 2026 – 700 rubles per 1 liter, in 2027 – 728 rubles per 1 liter.
The excise tax rate on grape must, fruit must, fruit fermented materials, wine materials (except for fortified wine in bulk) in 2025 will be 38 rubles per 1 liter, in 2026 – 40 rubles per 1 liter, in 2027 – 42 rubles per 1 liter.
The excise tax rate on wine drinks, grape-containing drinks, fruit alcoholic drinks made without the addition of rectified ethyl alcohol produced from food raw materials in 2025 will be 148 rubles per liter, in 2026 – 154 rubles per liter, in 2027 – 160 rubles per liter.
The excise tax rate on fortified (liqueur) wine, fortified wine in bulk in 2025 will be 148 rubles per liter, in 2026 – 154 rubles per liter, in 2027 – 160 rubles per liter.
The excise tax rates on cider, perry, and mead in 2025 will be 27 rubles per liter, in 2026 — 28 rubles per liter, and in 2027 — 29 rubles per liter.
The excise tax rate on sparkling wines, including Russian champagne, will be 125 rubles per liter in 2025, 130 rubles per liter in 2026, and 135 rubles per liter in 2027.
The excise tax rate on wines (except for fortified (liqueur) wines), fruit wines, and fruit alcoholic beverages will be 113 rubles per liter in 2025, 118 rubles per liter in 2026, and 123 rubles per liter in 2027.
