The government is discussing a ban on discounts on alcohol and new preventive measures
The Russian government has instructed several departments to work out the possibility of banning alcohol discounts and limiting the display in the checkout area. The corresponding order is published on the portal of legal acts. By April 15, 2025, Rosobrnadzor, the Ministry of Agriculture, the Ministry of Finance and the Ministry of Health should study the practice of applying discounts and submit measures to limit them.
This step is part of a large-scale plan that includes 29 measures aimed at reducing alcohol consumption and promoting a healthy lifestyle. Special attention is paid to the development of the prevention system, improving the availability of medical care for people with alcohol dependence, as well as creating conditions for social adaptation.
Additional measures include an analysis of the administrative practices of the regions related to the regulation of the time of sale of strong alcohol, and proposals to limit the display of alcohol in the checkout area of stores. The practice of early detection of harmful alcohol consumption and preventive counseling will also be expanded.
