There are 35 fewer factories in the register of beer producers in Russia.

In 2024, Russian courts excluded 35 brewing companies from the state register of beer, cider and mead producers in lawsuits with the Federal Service for Alcohol Market Regulation. The main reasons are the inconsistency of the address, the lack of documents for equipment and lease agreements. A total of 120 lawsuits were filed, of which 57% were rejected by the courts.

The State Register of Beer Producers was established in 2023 and automatically included more than 2,000 companies. Since February 2024, RATK has been conducting inspections and contacting the court if serious violations are found, for example, incorrect documents for equipment or a lease agreement. Exclusion from the register prohibits the manufacture and sale of products, but companies can eliminate violations and reapply. The inspections are scheduled to be completed in May 2025.

Starting from April 12, 2024, Russia has new rules for revoking licenses for the production and turnover of tobacco products, except for retail trade. Now, cancellation of a license requires confirmation in the form of a decree or a court decision in order to avoid abuse. Rosalokoltabakcontrol must make a decision 10 business days in advance, notify the licensee within a day and put it into effect 10 days later.
